Individual responsibility is the only check affording true freedom. It's already illegal to make threats of violence. A scorched Earth approach creates dragnets, ensnaring political dissidents who only share superficial aspects of the politics of monsters taking it a step too far
That's the lack of individual responsibility you're referring to, not the abuse of it. The solution in simple. More personal responsibility. What turns a people away from the concept? Why do people feel detached enough from their enviornment to need a god hand in the mix? No way.
